To use it logged out, simply change the "Connect to my Google account" preference in Tools->Add-ons. After installation, right-click your Firefox toolbar, click "Customize...", and drag the Goo.gl button to your preferred position. Clicking it will make a goo.gl URL and copy it to your clipboard.
